Hong Kong has been at the forefront of implementing world-class regulation in sustainable finance. The Green and Sustainable Finance Cross-Agency Steering Group coordinates the management of climate and environmental risks faced by the financial sector and addresses technical cross-sectoral issues. The Steering Group also supports the development of the IFRS Sustainability Disclosure Standards to provide a global baseline and meet broader stakeholder information needs. A working group has been set up to develop a comprehensive Hong Kong roadmap on the appropriate adoption of the IFRS Sustainability Disclosure Standards.
OUR KEY POLICY WORK AND THE CENTRE FOR GREEN AND SUSTAINABLE FINANCE

The Steering Group has been engaging with experts and stakeholders to develop a local green classification framework, which aims to provide a reference tool to identify and classify green economic activities.

GSF Centre
The Centre for Green and Sustainable Finance (Centre) is a cross-sector platform launched by the Green and Sustainable Finance Cross-Agency Steering Group. The Centre coordinates the efforts of financial regulators, Government agencies, industry stakeholders and the academia in capacity building and policy development, and serves as a knowledge and resource repository to support the transition to a more sustainable development pathway.
The Centre has established working groups to develop strategies and roadmaps to promote capacity building and develop data repository and analytics capability. The working groups will consult other stakeholders when formulating their recommendations.

Hong Kong has a unique advantage as the gateway to China and an international financial centre to facilitate global capital flows into mainland China’s carbon markets. The Steering Group engaged with industry experts to conduct an initial assessment of Hong Kong’s carbon market opportunities, which supports Hong Kong to develop a global, high quality voluntary carbon market, and foster cooperation with carbon markets in mainland China.
