OUR LEADERSHIP

The Hong Kong Monetary Authority (HKMA) is established in 1993 as Hong Kong’s central banking institution.

The Securities and Futures Commission (SFC) is an independent statutory body set up in 1989 to regulate Hong Kong's securities and futures markets.

The Financial Services and the Treasury Bureau (FSTB) of the Hong Kong Special Administrative Region Government aims to maintain and enhance Hong Kong’s status as a major international financial centre; maintain the integrity and stability of the financial system of Hong Kong; ensure orderly and efficient operation as well as prudent and appropriate regulation of the financial markets; and provide a business environment which is open, fair and conducive to financial market developments. FSTB seeks to achieve the above aims through formulating policies and/or introducing legislative proposals; assisting the Financial Secretary in overseeing the relevant regulatory authorities; co-ordinating and facilitating the implementation of new initiatives on financial infrastructure; and facilitating market innovation, etc.

The Environment and Ecology Bureau of the Hong Kong Special Administrative Region Government is responsible for polices and work related to environmental protection, conservation of natural ecology, as well as environmental hygiene, food safety, agriculture and fisheries and animal welfare, etc.; and is also responsible for the housekeeping of the Hong Kong Observatory so as to achieve synergy in enhancing the overall environment of Hong Kong and maintaining environmental hygiene, as well as work related to driving climate action, promoting biodiversity, etc.

Established in late December 2015, the Insurance Authority is an insurance regulator independent of the Government.

The Mandatory Provident Fund Schemes Authority was established in 1998 to regulate and supervise the operations of Mandatory Provident Fund schemes and occupational retirement schemes.

Hong Kong Exchanges and Clearing Limited (HKEX) is one of the world’s major exchange groups, and operates a range of equity, commodity, fixed income and currency markets. HKEX launched Sustainable and Green Exchange (STAGE), Asia’s first multi-asset sustainable investment product platform, in December 2020. STAGE acts as a central hub for data and information on sustainable and green financial products and as a go-to online educational resource, promoting knowledge sharing and stakeholder engagement.

The Accounting and Financial Reporting Council (AFRC) is an independent body established under the Accounting and Financial Reporting Council Ordinance. As an independent regulator, AFRC spearheads and leads the accounting profession to constantly raise the level of quality of professional accountants, and thus protects the public interest.
