Hong Kong's green and sustainable debt market has been expanding rapidly over the past few years. Green and sustainable bonds and loans issued in Hong Kong reached US$ 80.5 billion in 2022, which increased by over 40% from 2021. The Government has been leading by example with around US$ 25 billion worth of institutional and retail green bonds issued under the Government Green Bond Programme as of February 2024 to support government green projects. The Government also successfully issued two batches of digital green bonds, including the world’s first tokenised government green bond in February 2023 and the world’s first multi-currency digital bond in February 2024, marking an important milestone for Hong Kong in combining green finance and fintech.
There were 231 SFC-authorised ESG funds with total AUM of USD175.1 billion as of 30 September 2024. Some of their key investment themes include sustainable energy and climate change.
HKEX’s STAGE provides information, access and transparency on a wide range of sustainable, green and social investment products. HKEX also launched Core Climate, Hong Kong’s international carbon marketplace, which enables participants to source, hold, trade, settle and retire voluntary carbon credits.
The Hong Kong Taxonomy for Sustainable Finance (Hong Kong Taxonomy) was published by the HKMA on 3 May 2024. Developed based on the Common Ground Taxonomy, the Hong Kong Taxonomy facilitates easy navigation across the green taxonomies of Mainland China and the EU. The development has been guided by the principles of interoperability, comparability and inclusiveness. It serves as a pivotal tool to raise awareness about green finance, promote common understanding on green activities, facilitate green finance flows, and provide a foundation for further applications.
The Hong Kong Taxonomy is a living document. The first phase encompasses 12 economic activities under four sectors, namely power generation, transportation, construction, and water and waste management – the major sources of emissions that take up a relatively large share of sustainable investment in Hong Kong. For the next step, the HKMA will seek to expand the coverage of the taxonomy to include more sectors and activities, including transition activities.
